The Commonwealth of Dominica is a small English speaking island located in the center of the West Indies, between the French islands of Martinique and Guadeloupe. It is a country whose stable economy is dependent on Agriculture and tourism for revenue.

Economic Citizenship in Dominica

Dominica is one of only two countries offering a legally mandated and official citizenship by investment or economic citizenship program, St. Kitts & Nevis (St. Christopher & Nevis) is the other.

Dominica offers to interested individuals the model economic citizenship program, by which full citizenship (through naturalization) and a second passports are issued in exchange for an economic contribution, a direct-non-refundable payment made to the government. The economic citizenship is for life and is open to the applicant, the applicant’s spouse and all dependent children.

The thriving Dominica citizenship by investment program was ratified by the government in 1991 under the Dominica Citizenship Act of 1990, and has operated successfully and incident free since. The due diligence process behind the economic citizenship program in Dominica is one beyond reproach and the management of the citizenship program is administered by only a few government licensed agents. These two main factors have ensured the longevity of the Dominica economic citizenship program, unlike some countries that had to suspend operations in infancy due to mismanagement of the economic citizenship program.

The Dominica Economic Citizenship program is a simple, logical and democratic scheme of naturalization and obtaining of Dominica (2nd) passport. The citizenship program has been referred to as "Citizenship- for- Investments", however, considering the money is allocated to the consolidated funds of country, and there is no financial return on the contribution for the applicant, it is misleading to use the term investor/investment.

The outcome can be considered an investment for the bearer (of citizenship and the 2nd passport) as the benefits of 2nd passport programs are attainable. Taxes can be saved, wealth can be accumulated without the fear of annexation or taxation, and wealth can be inherited or transferred with no penalties.

There are various plans under the Dominica Economic Citizenship program:

The Single Option- Family Option No. 1- Family Option No. 2- Family Option No. 3

For both plans the bearer is granted: dual citizenship, a renewable 2nd passport valid for 10 year periods, full residency for life, the right to work, and tax free status on foreign income. The contribution for Single Option is US$ 100,000. Under this Option only one applicant (whether single or married) qualifies.

The Family Option No. 1 is US$ 175,000 and consists of only the applicant and spouse. Family Option No. 2 consists of the applicant, spouse and two children below the age of 18, for an investment of US$200,000. The third option under the Family plan provides for families with more than two children. These contributions are non-refundable on approval of the economic citizenship application.

In addition to the contribution, there are other fees such as procedural, professional and legal fees, which can range from US$ 15, 000 to US$ 25,000.

Once a government licensed agent has been selected, the applicant for economic citizenship will receive instructions and a list of the documents required in order to start to process. The non-refundable fees for administration (application and registration and stamp fees) and professional services are US$15,000 or US$25,000 depending on the number of applicants. These fees have to be paid to agent before application processing can begin.

There is a mandatory due diligence cost which can range from US$ 3,000 to US$ 10,000 depending on family size, age range, number of residences, and other factors. This fee is paid directly to the independent agency conducting the due diligence.

These are some of the main documents which make up the application for 2nd passport. Other documents which may be required can be requested as well. All documents have to be in English or translated by the certified interpreter and duly notarized. A comprehensive list of required documents for Dominica citizenship and 2nd passport application:
